Request for Proposals (RFP) for NCST Acquisition Coordinator
The Colorado Division of Housing (CDOH) has issued, on May 15, 2009, a Request for Proposals (RFP) to contract with an agent or "lead contact" to coordinate the acquisition or transfer of Real Estate Owned (REO) properties which are available through the National Community Stabilization Trust (NCST), from lenders, investors, and Government Sponsored Enterprises (GSEs) to state and local governments, in order to facilitate the return of foreclosed properties to rental and ownership housing for low-, moderate-, and middle-income families.
The selected organization must have knowledge and experience with Colorado real estate practices and Colorado Real Estate Law; must have the legal authority and ability to contract for properties, to take ownership of properties, and to transfer ownership of properties; must have experience with HUD programs in general and, specifically, with HUD Environmental Regulations; and must have knowledge of appraisals and BPOs. The selected organization shall also have excellent skills in collaborating and coordinating across a wide range of stakeholders.
Please note that questions regarding the RFP documents are due by Friday, May 29, and proposals are due by Monday, June 15.
If an organization thinks it might be interested in submitting a proposal, it will need to register with our state's "BIDS" website. There is a fee of $40/year. All State of Colorado solicitations (RFPs, bid and quote requests) are posted on the BIDS website. BIDS is the only source to obtain solicitations and a bidder must be registered with BIDS for its proposal to be accepted. To navigate to the RFP, scroll down to "Real Estate Services" in the list of categories that appears on the BIDS main page and click on the blue arrow immediately to the left of that category. That opens a drop down list of the currently open solicitations related to training services. Click on the Solicitation Number DOLAJC0905NCSTCOORD and that will open the notification page for this RFP. Those of you that are registered will then be able to view the complete RFP documents that are attached at the bottom, by clicking on the "Vendors Click Here to Login" button. That will make the attachment links visible at the bottom of the page, which can then be opened.
